  7. Matters Requiring Approval of the Massachusetts State Lottery Commission
    VOTE (1):      For the reasons discussed during the Compensation Committee meeting, the Commission adopts the Compensation Committee’s recommendations concerning an adjustment to the salary of the Lottery’s Executive Director, Michael Sweeney, to go into effect on or about July 1, 2019 and the performance appraisal criteria for the Executive Director’s performance appraisal to be completed in January, 2020.  (Vote contingent upon a recommendation from the Compensation Committee)

    VOTE (2):      For the reasons set forth in the attached memorandum dated June 18, 2019, the Executive Director is hereby authorized to enter into contract extensions, each such extension being for a period of one (1) year, for instant tickets, game designs and research, and marketing services, with the following companies:

    The award is being made pursuant to a competitive bid process (RFR LOT # 1705).

    The aggregate maximum obligation under the contract extensions shall not exceed nineteen million dollars ($19,000,000.00) for fiscal year 2020.


    VOTE(3):
           For the reasons set forth in the attached memorandum dated June 19, 2019, the Executive Director is hereby authorized to encumber up to one million dollars ($1,000,000.00) from the recently approved Capital Budget from the Executive Office of Technology Services and Security (EOTSS) from the following firm(s) to provide services related to Cyber Security in Fiscal Year 2020:

    The aggregate total maximum obligation assumed hereunder shall be no more than one million dollars ($1,000,000.00).

    VOTE(4):       For the reasons set forth in the attached memorandum dated June 19, 2019 the Executive Director is hereby authorized to encumber up to one million dollars ($1,000,000.00) for existing contracts with the following firms, which are under state contract, to provide information technology expertise in Fiscal Year 2020:

    VOTE (5):      For the reasons set forth in the attached memorandum dated June 14, 2019 the Executive Director is hereby authorized to encumber one hundred eighty-six thousand dollars to extend the Senior Program Engagement Management services for the ongoing modernization efforts at the Massachusetts State Lottery from July 1, 2019 through December 31, 2019.

    The aggregate total maximum obligation assumed hereunder shall not exceed one hundred eighty-six thousand dollars ($186,000.00).

    VOTE (6):     For the reasons set forth in the attached memorandum dated June 19, 2019 and pursuant to Massachusetts General Laws Chapter 10, § 24 and 961 CMR 2.46, the Commission hereby authorizes the Executive Director to amend 961 CMR 2.03 and 961 CMR 2.27 as described in the attached memorandum or as otherwise permitted by the Commission; further, is directed to file such regulation and/or amendment thereof with the Office of the Secretary of State.

Notice of Public Hearing

NOTICE OF PUBLIC HEARING

Notice is hereby provided that in accordance with M.G.L. c. 30A, §2, the Massachusetts State Lottery Commission will hold a public hearing for purposes of gathering comments relative to proposed amendments to 961 CMR 2.00: Rules and Regulations. The amendments are authorized by M.G.L. c. 10, §24.

The amendments to 961 CMR 2.38 will increase the cashing limit at the Lottery’s regional offices/customer service centers to and including $100,000.00. The amendments will allow prize winners to claim up to and including $100,000.00 within their geographic region. These regulations are governed by M.G.L. c. 10, §24 and M.G.L. c. 30A.

The public hearing will take place on Thursday,June 27, 2019, at 11:00 a.m., at the Headquarters of the Massachusetts State Lottery Commission, 150 Mount Vernon Street, Dorchester, Massachusetts.

Beware of Scams
Online Season Ticket Registration
                                        now available.

The Massachusetts State Lottery is warning all consumers about scammers who are sending false announcements regarding lottery prizes.

As part of these scams, targeted individuals are contacted by phone, email, letter or text message from a scammer claiming that the recipient has won a lottery prize. While these scams come in many different forms and have varying messages, they are often fraudulently branded as a Mega Millions prize. These are fraudulent claims and no such prize has been won. Never respond to these communications and never provide personal information or send money to a scammer.
