To operate in a manner that secures the integrity of the Lottery’s games and protects the well-being of its customers while maximizing revenues returned to the Commonwealth for the benefit of its cities and towns.
The Commission meets in the State Treasurer’s Offices on the 12th floor of
One Ashburton Place, Boston, unless otherwise specified.
All meetings are conducted according to the Open Meeting Law.
Treasurer's 2012 Online Products Task Force
In February of 2012, Treasurer Steven Grossman created an advisory task force to help in the assessment of the economic and social implications of online products and play for Massachusetts. Paul Sternburg, Executive Director of the Massachusetts State Lottery Commission, chaired the Task Force. On December 13, 2012, the Task Force issued its Final Report, with related appendices
The Massachusetts State Lottery Commission is committed to open and transparent governance. On January 31, 2012, the Massachusetts Sate Lottery Commission adopted its first set of By-Laws. They were revised on May 28, 2013.
As required by Article III, Section 5 of the By-Laws, click here for the Commission's resolution authorizing the Executive Director to enter into contracts, not exceeding a specified maximum liability, for the operation of the Lottery.
The Massachusetts State Lottery Commission files a monthly report with the Governor and legislative leadership detailing the Lottery's finances. For an annual summary that includes sales by product, commissions and bonuses paid to retail agents, a complete breakdown of Lottery spending by category, and the net profit amount returned to the state, review the below financial statements:

Performance Management and Innovation Initiative
The Massachusetts State Lottery Commission and its Executive Director are committed to accountability and transparent operations at the Lottery. To ensure that the public is regularly informed as to the Lottery's progress, monthly letters filed with the Administration and Legislative Leadership, along with the Executive Director's monthly reports filed with the Commission. These reports address the Lottery's fiscal performance; marketing and sales plans; reforms in governance, operations, and procurement; and the Commission's oversight of the Lottery's contractual obligations.
