The Massachusetts State Lottery Comission is committed to open and transparent governance.
On January 31, 2012, the Massachusetts Sate Lottery Commission adopted its first set of
By-Laws.
As required by Article III, Section 5 of the By-Laws,

not exceeding a specified maximum liability, for the operation of the Lottery.
